# Services

A state must provide services to citizens. Jur will offer modules aimed at enabling on-chain management of citizen services. The key criterion is the guarantee of transparency in public spending and in the citizen-centric management of the services themselves.

In some cases, network state leadership may be very centralized, but the network state can still be citizen-centric in a very important sense. Transparency will allow citizens to assess the quality of their network state. Because citizens will have access to trustworthy data and can opt-out at any time, a network state will have strong incentives to ensure that citizens are served well.
