# Law & Regulation

A law is a rule recognized as binding and enforced by authority. Governments decide on lasting policies and create laws to ensure that society follows those policies. The phrase “the law” is used to refer to the entire body of laws of a jurisdiction, as in the phrase “theft is against the law”. In modern governments, laws are made according to some well-defined “legislative” (law-creating) process. A regulation is similar to a law. Regulations are used to fill in details that are not established in laws. Regulations are usually created through different processes than laws, by experts rather than generalists and small committee decisions more than large group votes.

#### How are the concepts of law and regulation relevant to the Network State?

The Network State will operate by clearly defined rules that are binding and enforced, so you could call them laws. The Network State will establish new legislative processes that do a better job of efficiently representing the public will.
